Through  Ministry of Power (MoP) guidelines, the government aims to enable faster adoption of EVs, promote an affordable tariff rate, and support the development of EV charging business throughout the country.  The following measures have been announced: Private charging stations will be permitted at residences, and distribution companies (DISCOMs) are to facilitate the same. Setting up public charging stations (PCS) will be a de-licensed activity and any individual is free to set up public charging stations, provided that, such stations meet government’s technical as well and performance standards. Prioritizing provision of connectivity by the DISCOM licensee to supply power in the area in case an individual applies for permission to set up a public charging station. The Ministry of Power has now issued a set of guidelines to develop EV charging infrastructure in the country.  The ministry's objectives behind this are to enable faster adoption of electric vehicles in India, promote an affordable tariff system for EV owners and operators of charging stations, generate employment and income opportunities for small business owners, support the creation of EV charging infrastructure and eventually create a market for this business. The government also wants to prepare electric distribution companies in a way that they can support this EV infrastructure. The government has laid out a few rules to achieve these objectives. Private charging at homes or offices will be allowed. There will be no licensing required to set up a public charging station and any individual or entity is free to set up one if they follow the standards and guidelines put forth by the government. Buildings will have to allot 20% parking space for EV charging  Residential and commercial complexes will have to allot 20% of their parking space for electric vehicle charging facilities, while eateries will have to reserve space for kiosks as per the new guidelines of the housing and urban development ministry.  The power ministry last month issued guidelines for charging infrastructure under which it has asked public charging stations to install both Japanese and European charging platforms. The guidelines specify technical parameters for slow and fast varieties of CCS, CHAdeMO and Bharat platforms. CHAdeMO is a charging platform used by Japanese car makers like Suzuki and Toyota, while Combined Charging System (CCS) is promoted by 15 out of 20 major OEMs across the globe. 

Tata Power HPCL join hands to set up commercial EV charging stations

Tata Power has signed an MOU with state-owned Hindustan Petroleum Corp Ltd (HPCL) for setting up commercial-scale charging stations for electric vehicles at the HPCL retail outlets and other locations across India. In this partnership, HPCL will leverage on its vast marketing infrastructure network in the form of retail outlets and other locations for setting up of electric vehicle charging stations on pan India basis. "We believe that a robust network of charging stations is very critical for market acceptability of EVs which will also ensure last mile connectivity and thereby facilitate widespread adoption of EVs," said Rajnish Mehta, Executive Director, Corporate Strategy Planning and Business Development, HPCL.

According to new rules, Owners of electric cars and scooters can charge them at their homes, establishing a public charging station (PCS) with priority access to electricity from power utilities. To establish a public charging station (PCS) will not require a licence and it can be set up by individuals or entities, provided they meet the standards drawn up by the power ministry and the Central Electricity Authority (CEA), according to the power ministry’s final guidelines and standards for charging infrastructure for EVs. The guidelines, a copy of which has been seen by Mint, were issued on Friday by Anoop Singh Bisht, under secretary in the power ministry, to all Union ministries and departments and the chief secretaries of states and Union territories. For residential users, the tariffs for charging will be the same as for domestic consumption of electricity. A PCS can levy a service charge, with a ceiling fixed by a nodal agency in each state.
